In its attempt to go completely third world South Africa and all its ISP's are working or on a centralized system to shed internet usage between all users. The idea is equality for all. Previously disadvantaged internet users are pulling on the short end of the CAT 5 cable's and therefore to level the playing field the SAHRC requested the department of IT from the government to work on a solution. They came up with Internet shedding. Basically 'Loadshedding' for your internet. On 3 March 2021, they briefly tested Level 2 (only level 1 in Western Cape), to see how the grid reacts. Testing will be ramped up during the course of the year. We at news420 are eagerly awaiting our Starlink access to bypass any South African ISP's completely.
